Welcome to your December edition of Blueprint
We hope this edition finds you well.
Full steam ahead for our outline business case
We would like to start with some good news! Just before Christmas it was confirmed that funding is in place for us to continue working at pace on the preparatory work for our outline business case (OBC).

It’s now full steam ahead on the OBC, which we hope to submit to the New Hospital Programme (NHP) in the new year. It will contain a range of costed options, highlighting the one we think makes the best sense financially and clinically. The OBC will also have detailed designs and implementation plans for each hospital.

Decisions about the level of funding for our plans are made by the NHP and Her Majesty’s Treasury (HMT) on the back of this document, which we are developing with support from external advisors, such as cost planners, architects and programme managers.

Deputy chief executive Helen Brown explained: “Whilst the guidelines require us to present options with a varying range of new and retained buildings and major and minor refurbishment, we will be making a strong case for as much new build as possible. In particular, our view is that keeping our main clinical block at Watford General Hospital is a poor use of public money as it will be very costly to bring up to modern standards.”

She added: “It feels really good to keep the momentum going. We have always been quick to praise our own staff for their input and enthusiasm on our redevelopment plans, but we are equally thrilled to have such a talented and committed team of external experts working alongside us.”

Securing the relevant funding and approvals is complex and the many different opinions about buildings and locations can shift attention away from our services. Our proposals are based on well thought-through plans, developed with our leading clinicians, to improve the experience of our patients. The ideas we presented during our public engagement programme earlier this year still stand and our summary document serves as a quick reminder.
Continued improvements across our hospital sites

Whilst we have big plans for our future buildings, we have also been very busy making sure that we are keeping our current ones up-to-date and that we are doing what we can now to get our hospital sites ready for redevelopment and/or refurbishment.

Last month our new mobile MRI scanner opened at Hemel Hempstead Hospital and more than 500 scans have been performed there already.

There has also been a major upgrade of all equipment in intensive care and cardiac care units and respiratory wards at Watford General.

Whilst our longer term aim is to replace Watford’s main clinical block (Princess Michael of Kent – or PMoK) building, we do need to make some changes to help us move to more modern ways of providing emergency care. There is an increased emphasis on ‘same day emergency care’ (referred to as SDEC), which has rapid access to specialists and diagnostic facilities.

To accommodate these improvements, the location of the fracture clinic will change to PMoK Level 2 (the area previously used as The League of Friends tea bar) and the phlebotomy clinic will move to the adjacent H-block.

Our theatres are undergoing reconfiguration, which is due to complete next May. Where possible, we will move equipment from any of our refurbished areas to our new buildings once our redevelopment is complete.

New pathology facilities are also in the pipeline and we will update you about this in future editions.

And if you’ve been on or near the Watford General site in the last couple of months you will have seen the new car park, which (after years of planning) seems to have appeared very quickly! It’s on track and should be open in March 2022.
Teaching hospital
We are now a teaching hospital trust!
Our other big news this month is that we have realised our ‘teaching hospital’ ambition. This status reflects the high quality training, learning and education that we provide to a wide range of healthcare professionals. We will unveil our new brand in spring 2022.
A note about our last edition…
In the previous edition of Blueprint we referred to Sir Mike Penning’s question to Boris Johnson in the prime minister’s question time session on 24 November.

He said: “The Prime Minister cheered all of my constituents up when he came to south west Hertfordshire and said that we were going to have a new hospital. Sadly, even though the money is there, the local management of our trust have blocked it; they are going to refurbish Watford’s hospital and not give us a brand new hospital on a greenfield site, which is what we want. Will the Prime Minister meet me and some of my constituents to unblock this and tell the NHS that it needs to build a new hospital for Hemel Hempstead.”

Sir Mike asked us to apologise for stating in November’s Blueprint that he was pressing the case or a new hospital in Hemel Hempstead when he had said for Hemel Hempstead. We are happy to set the record straight.

In our letter of apology we felt we had to point out that that it was misleading for Sir Mike to say that ‘the money is there’. It is not. None of the eight NHS trusts in the NHP’s ‘pathfinder’ cohort has had their funding agreed – that only happens after the OBC has been considered fully.

Additionally, there has never been a plan for a new hospital on a new site and nor was the money pledged on that basis, so it’s impossible for us to have blocked a plan for that, when no such plan has ever existed.
